Employment Pass (EP): the professional standard
The Employment Pass is Singapore's visa for foreign professionals, managers, and executives—essentially the country's way of attracting global talent. Minimum salary thresholds vary by sector and are regularly updated by the Ministry of Manpower (MOM), so verify current requirements before applying. Initially granted for 2 years and renewable, the EP is the most widely recognized Singapore work pass by third countries. Whether you can bring dependents depends on your income level and current MOM rules—higher earners have more sponsorship rights.
S Pass: for mid-skilled workers
The S Pass is for mid-skilled workers who don't meet EP salary thresholds. MOM sets minimum salary requirements and company-level quotas that change periodically, so what qualified last year might not qualify today. Duration is 2 years, renewable. When it comes to third-country travel benefits, recognition is mixed—some countries accept S Pass for entry, while others specifically require EP or permanent residence status.
Personalised Employment Pass (PEP): maximum flexibility
The PEP is Singapore's premium work pass option. Unlike the EP, it's not tied to a specific employer—giving you freedom to change jobs without reapplying for a work pass.
But there's a catch: you must meet strict MOM salary and eligibility criteria, and it's only valid for 3 years with no renewal option (verify PEP is currently open to new applicants at mom.gov.sg). If you qualify, those 3 years offer maximum flexibility and the strongest recognition by third countries. After it expires, you'll need to convert to another pass type or leave.
Permanent residence (PR)
Singapore permanent residence allows indefinite stay with the freedom to change jobs without immigration complications. You must renew your PR status every 5 years, but there's no limit on renewals.
It's the most widely accepted Singapore immigration status by third countries and serves as a pathway to citizenship after a minimum of 2 years as a PR (though in practice most successful applicants have held PR for 5 or more years, and citizenship approval is discretionary).
Re-Entry Permit (REP): critical for PRs
A valid Re-Entry Permit (REP) is required to return to Singapore as a PR — see the Mistakes section below for details on what happens without one.
First-time REPs are typically valid for 5 years. Renewals are 3-5 years depending on your ties to Singapore (employment, family, property, tax contributions). If you spend most of your time overseas, expect shorter renewals or rejection.
To apply for a REP:
- Apply online via the ICA e-Service portal
- Fees are published on the ICA fee schedule (check current rates)
- Processing time varies — check ICA guidance for current estimates
- If your REP has lapsed, renew it before any international travel — departing without a valid REP means you cannot re-enter as a PR
Your REP and PR card are separate documents with separate expiration dates—don't assume one is valid just because the other hasn't expired.

Step 1: Job offer from Singapore employer
You cannot self-apply. Your employer must sponsor you and submit the application to the Ministry of Manpower (MOM). They evaluate based on qualifications, experience, and company's fair consideration framework compliance.
Step 2: Application submission and COMPASS framework
Your employer applies online via MOM's EP Online system. Since September 2023, EP applications are evaluated under the COMPASS (Complementarity Assessment Framework) — a points-based system scoring your application on four criteria:
- Salary: Benchmarked against local PMET salaries in your sector
- Qualifications: Recognized degrees from top institutions score higher
- Diversity: Your nationality's share of the company's workforce
- Support for local employment: The company's ratio of local vs foreign PMETs
You need 40+ points to pass. Bonus points are available for skills shortage occupations and strategic economic priorities. S Pass applications are evaluated separately using quota and levy systems rather than COMPASS.
Step 3: In-Principle Approval (IPA) and entry
Once approved, you receive IPA letter. You have 6 months to enter Singapore. Upon arrival, complete medical exam, collect physical pass card. The physical card is your official residence document.

Pass type recognition hierarchy
Permanent Residence (PR) — the most widely accepted Singapore status by third countries. Many destinations that only accept long-term residence (not short-stay work passes) will accept Singapore PR. The catch: you must also hold a valid Re-Entry Permit (REP) to return to Singapore — see the Visa Types section.
Employment Pass (EP) and Personalised Employment Pass (PEP) — the most recognized work passes for third-country entry. Countries that grant access based on Singapore residence typically accept EP and PEP without distinction. PEP holders benefit identically to EP holders for travel purposes.
S Pass — recognized by fewer third countries than EP or PR. Some destinations specifically require EP or PR status and will not accept S Pass. Always verify per destination if you hold an S Pass.
ONE Pass — treated equivalently to EP for third-country entry purposes. The additional benefit is that your spouse receives a Letter of Consent to work for any Singapore employer, which may simplify their own visa applications abroad.
Key conditions that apply everywhere
- Carry the physical pass card. Digital copies are not accepted at borders or by airlines. Your physical EP, S Pass, or PR card must accompany your passport at all times internationally.
- PR holders: check your REP separately. Your PR card and Re-Entry Permit have different expiry dates. A valid PR card with a lapsed REP means you cannot return to Singapore as a PR. Check both before every trip.
- Pass validity at time of entry. Most destinations require your Singapore pass to be valid at the time you enter — not just when you book. Some require a minimum of 6 months remaining validity. Renew before travel if close to expiry.
- Your passport nationality still determines most rights. A Singapore EP supplements your travel access — it does not override nationality-based visa requirements. A Singapore pass may unlock entry for Indian or Pakistani nationals at a destination while nationals of other countries still require a separate visa. Always verify for your specific passport with the destination embassy/immigration authority and IATA Timatic.

Travelling without your physical pass card
Digital copies stored on your phone are not accepted at international borders or by airlines performing pre-departure document checks. The physical EP, S Pass, or PR card is a legal document — not just proof of status. Store it with your passport whenever you travel. If your card is lost or damaged, apply for a replacement at the Employment Pass Services Centre or ICA before your next trip.
Letting your Re-Entry Permit (REP) expire
This is the most consequential mistake Singapore PRs make. Your PR card and your REP are separate documents with separate expiry dates — your PR card can still show as valid while your REP has already lapsed. Departing Singapore without a valid REP means you cannot return as a PR: you lose your PR status at the border. ICA does not send expiry reminders. Check both documents at least 3 months before every international trip and renew your REP through the ICA e-Service portal.
Starting a new job before the new EP is issued
EP and S Pass are employer-specific. If you leave one employer and join another, your old pass must be cancelled and a new pass applied for and approved before you begin work. Starting work at your new employer while the old pass is being cancelled — even during In-Principle Approval (IPA) — is a violation of your work pass conditions. Negotiate your start date to allow 2–4 weeks for MOM processing after your old pass cancellation.
Assuming a Singapore pass means visa-free ASEAN travel
Your Singapore pass does not determine your ASEAN entry rights — your passport nationality does. A Malaysian, Indonesian, or Thai national on an EP enters most ASEAN countries on their home passport without needing their Singapore pass. An Indian or Pakistani national on an EP may still require a visa for Vietnam, Myanmar, or Laos regardless of their Singapore status. Always check using your passport nationality, not your pass type.
Letting your EP lapse during a job search
If you are made redundant or resign without a new role secured, your EP is cancelled and you enter a 30-day short-term visit pass. If you need more time to find a new position in Singapore, apply for a Long-Term Visit Pass or confirm your eligibility for a Letter of Consent. Working on any basis while on a visit pass is illegal. Plan your transition window before resigning.
Not updating your registered address with MOM
MOM and ICA use your registered address for correspondence about pass renewals, COMPASS assessments, and REP decisions. If you move and do not update your address in MyMOM Portal, you will miss official letters — including renewal notices and rejection letters. Update your address within 5 days of moving as required by Singapore law.
